The market-structure bill would establish a federal framework for digital assets and needs 60 votes to advance through a shortened September legislative calendar.
Atkins' remarks follow President Trump agreeing to ethics restrictions on himself and elected officials, and stablecoin circuit-breaker language added to win Democratic support. Atkins has previously said the agency will push its own crypto rules regardless of whether the bill passes.
