The OCC is encouraging smaller U.S. banks to develop stablecoin services as new federal licensing requirements draw closer. The regulator's push aims to bring community lenders into the stablecoin market, with the agency calling on U.S. community banks to apply to become permitted issuers under the GENIUS Act framework ahead of the January 18, 2027 regulatory deadline.
The call widens the OCC's stablecoin agenda, which already includes finalizing the first GENIUS Act implementing rule and fielding national trust bank charter applications from crypto firms like Rain.
