Trump's sign-off was seen as decisive after Digital Chamber CEO Cody Carbone said the bill could not reach the 60-vote threshold without an ethics deal. The Senate has begun voting on the measure, which still needs 60 votes to clear a procedural hurdle against a shortened September legislative calendar; Senate Republicans recently rejected a last-minute Democratic counterproposal.
