The bill, which would create a federal framework for digital assets, faces a shortened September legislative calendar and needs 60 votes to advance through a Senate procedural vote. Even after Trump agreed to ethics provisions and a stablecoin circuit-breaker to secure support, the back-and-forth over revisions continues, with state attorneys general and banking groups lodging separate objections in the final stretch.
