Democratic senators were said to be meeting late Monday to discuss their latest proposed draft text and send a counteroffer to Republicans over the CLARITY Act, the market-structure bill that would create a federal framework for digital assets. The move continues the back-and-forth over the bill's language ahead of a key Senate procedural vote.
The legislation already incorporates 126 changes requested by Democrats, including ethics restrictions on President Trump and a stablecoin circuit-breaker, but negotiators are still working through provisions as the measure needs 60 votes to advance against a shortened September legislative calendar.
