Circle has formally submitted its response to the European Commission's targeted consultation on the review of the MiCA Regulation, drawing on two years of experience operating USDC and EURC under MiCA. The feedback focuses on strengthening Europe's role as a dynamic, liquid stablecoin market.
Circle is the largest MiCA-regulated e-money token issuer, and its submission comes as the Commission assesses whether MiCA remains appropriate in light of first implementation experience and market developments. Patrick Hansen, Circle's director of EU strategy and policy, announced the filing and has previously argued that current rules block EU access to most major stablecoin issuers, framing the review as an opportunity to improve competitiveness. The consultation keeps stablecoin rules and potential simplification of administrative burdens in focus before the Commission's formal report on the regulation is due.
