Bitcoin Core 32.1 ships mempool-aware fee estimates, slimmer index

Bitcoin Core 32.1 has been released, with Bitfinex crediting the contributors and the Bitcoin Core team. Fee estimates now combine the existing block-policy estimator with a new mempool-based fee rate estimator (used by estimatesmartfee), and the transaction index was rebuilt to take under half the previous space. The release also carries bug fixes and performance improvements; 32.0 was tagged but never fully announced, making 32.1 the first released version of the 32.x series.

• The new estimator derives both economical and conservative fee estimates from current pending-mempool conditions rather than only historical blocks.
