Yield Basis votes on cbBTC and tBTC yield parameters

Yield Basis is running a governance vote in which veYB holders can vote on parameters that would let @coinbase cbBTC and @TheTNetwork tBTC earn more on the platform, similar to how WBTC is handled. The exact parameter changes are being decided in the vote and have yet to be finalized.
